Boerne is the Kendall County seat, and it is the one town in this guide where the city genuinely controls what you build. Cross the city limit line and you are in a jurisdiction with zoning, adopted building codes, and inspectors. Cross back out and almost all of that disappears. Knowing which side of that line your acreage sits on changes your budget more than any finish selection you will ever make.
Building around Boerne
Start with the thing that surprises people: Texas counties cannot zone, and Kendall County does not issue residential building permits. The City of Boerne does. Inside the city limits you are working under the 2021 International Residential Code, the 2021 International Plumbing and Mechanical Codes, and the 2020 National Electrical Code, with plan review and inspections run out of Permitting & Code Compliance at 447 N. Main Street. Outside the city limits, nobody inspects your framing.
Then there is the strip in between. Boerne’s extraterritorial jurisdiction currently extends one mile past the city limits, per the city’s own FAQ. Worth noting for the near future: Texas law widens that to two miles once a city passes 25,000 people, and the Census Bureau put Boerne at 24,047 as of July 2025. The ETJ is not zoning and it is not building permits — the city’s stated position is that in the ETJ rules applying to subdivisions, platting, stormwater, infrastructure, and signage apply. Your barndominium does not need a City of Boerne building permit out there. Your subdivision plat and your driveway culvert might still need city sign-off.
Separately, Senate Bill 2038, effective September 1, 2023, lets landowners petition out of a city’s ETJ entirely. It has exclusions, including land near active military training installations — which matters in southeast Kendall County because of Camp Bullis. Ask the title company where your tract sits before you assume anything.
What people build here
The Boerne barndominium is rarely a shop with a bed in it. On five to twenty acres off Ammann Road, Upper Balcones, Scenic Loop, or out toward Welfare, the typical build is a 2,400 to 3,600 square foot post-frame or red-iron shell with a fully finished residential interior, a 12-foot porch on the view side, and a 900 to 1,400 square foot attached shop with a 14-foot overhead door.
- The full-time residence. Three or four bedrooms, standing-seam metal roof, spray foam in the roof deck, real stone or stucco wainscot on the road elevation to satisfy deed restrictions. Usually 2,600 to 3,400 square feet finished.
- The shop-first build. A large slab, most of it garage and equipment storage, with 1,200 to 1,800 square feet of living space in one end. Common on tracts where the owner has trailers, tractors, or a car collection.
- The phased build. Shell and slab now, interior finished over twelve to thirty months. Outside the city limits this is legal and common. Inside the city limits it collides with permit expiration and certificate-of-occupancy timing, so plan it with your builder.
Inside Boerne city limits, understand that a metal-clad house has to satisfy the zoning district it lands in. That is a design conversation, not a dealbreaker, but it is a conversation you have before you buy the lot.
Permitting in and around Boerne
Two completely different worlds, one county. Here is the split.
| Requirement | Inside Boerne city limits | Unincorporated Kendall County |
|---|---|---|
| Zoning | Yes — city zoning districts under the UDC | None. Texas counties have no general zoning authority |
| Residential building permit | Yes — City of Boerne Permitting & Code Compliance, 447 N. Main St. | No county residential building permit |
| Building code / inspections | 2021 IRC, 2021 IPC/IMC, 2020 NEC; city inspections | No code inspections. Your lender or insurer may still require third-party inspections |
| Septic (OSSF) | City sewer where available; OSSF permit where not | Yes — Kendall County OSSF permit required before construction |
| Water | Boerne Utilities municipal water | Private well or a water supply corporation; Cow Creek GCD rules apply |
| Floodplain development permit | Yes — city floodplain administrator | Yes — Kendall County floodplain administrator |
| Driveway / culvert | City ROW permit | County ROW permit, or TxDOT if you access a state highway |
| Plat / subdivision | City review | County review; city also reviews inside the one-mile ETJ |
| Outdoor lighting | Boerne dark sky regulations in the UDC | Mandatory dark sky lighting order within five miles of the Camp Bullis boundary |
Verify your specific parcel with the county development office before you sign anything. Jurisdiction lines here are jagged, and Fair Oaks Ranch is its own incorporated city with its own rules entirely.
What it costs around Boerne
Most builder sites in this market refuse to publish numbers. Here are real 2026 ranges for Kendall County. Vertical construction means the building itself — slab through finish-out — and does not include land, septic, well, or driveway.
| Line item | Typical Boerne / Kendall County range |
|---|---|
| Turnkey vertical construction, mid-range finish | $140–$190 / sq ft |
| Shell only (slab, frame, roof, doors, windows) | $55–$85 / sq ft |
| High-finish build | $200–$280 / sq ft |
| Aerobic septic system, installed | $14,000–$25,000 |
| Water well, drilled and equipped | $16,000–$27,000 |
| Well water treatment (softener, filtration) | $2,000–$5,000 |
| Driveway | $15–$40 / linear foot |
| Culvert and road entry | $1,500–$5,000 |
| Electric service, overhead | $5–$15 / ft |
| Electric service, underground | $10–$25 / ft |
| Rock excavation / trenching in limestone | $30–$75 / cubic yard |
| Total site work, raw acreage | $52,000–$114,000 |
Run the math on a real example. A 2,800 square foot barndominium at $165 per square foot is $462,000 vertical. Add mid-range site work and the illustrative total is about $540,000 before land. Kendall County land skews expensive near town and drops considerably on larger tracts out toward Comfort and Welfare. Get comps for your tract size, not the county average.
Site notes for Boerne land
Kendall County is Glen Rose and Edwards limestone with thin soil over it. That is the single biggest cost variable on a Boerne build. Two feet of caliche and rock where you wanted a plumbing trench turns into a rock-hammer day. Ask for a soils note or a test pit before you fix a price.
Karst. This is cave and sinkhole country. Voids under a slab are rare but real, and a geotech report is cheap relative to the alternative. Karst also matters for septic siting, because fractured limestone can disqualify a conventional drainfield and push you to an aerobic system.
Slope. The ridges north and west of town deliver the views people move here for, and they also deliver retaining walls, stepped foundations, and switchback driveways. A 500-foot driveway up a grade is a five-figure line item on its own.
Water. Inside the city, Boerne Utilities serves you. Outside it, you are on a well into the Trinity aquifer, and Cow Creek Groundwater Conservation District governs Kendall County. Cow Creek has adopted rules covering production limits, well spacing, and well construction. The district declares drought stages and has run at its most restrictive stage in recent years. Register and confirm requirements with Cow Creek before you drill.
Floodplain. Cibolo Creek runs right through Boerne, joined by Menger Creek and Frederick Creek in town, with Balcones Creek to the southeast. Cibolo Creek floods hard and fast. If any part of your build sits in a mapped flood hazard area, you need a floodplain development permit and elevation certificate — from the city inside the limits, from the county outside.
Deed restrictions. HOA density around Boerne is unusually high for the Hill Country. Cordillera Ranch, Tapatio Springs, Esperanza, Balcones Creek Ranch, and River Mountain Ranch all carry recorded restrictions, and several include architectural review committees with masonry percentages, roof-material rules, and minimum square footage. Metal-sided barndominiums are frequently restricted in these subdivisions. Pull the CCRs from the title commitment before you fall in love with a lot.
County permitting
Kendall County does not zone and does not issue residential building permits, but it does regulate septic, floodplain, driveway access, and platting. Those four items are where your county paperwork lives. Full detail on offices, sequencing, and what to file first is on our Kendall County permitting page.

Boerne barndominium questions
Do I need a building permit for a barndominium near Boerne?
Inside the Boerne city limits, yes — a full residential building permit with plan review and inspections under the 2021 IRC. Outside the city limits, in unincorporated Kendall County, there is no county residential building permit. You still need an OSSF septic permit, a floodplain development permit if you are in a mapped hazard area, and a driveway permit for county right-of-way access.
What does the Boerne ETJ actually control?
Not zoning and not building permits. The city’s position is that subdivision, platting, stormwater, infrastructure, and signage rules apply within its one-mile ETJ. Confirm your parcel’s status with both the city and Kendall County before you assume which office reviews your plat.
How much does a barndominium cost in Kendall County?
Budget $140 to $190 per square foot for turnkey mid-range vertical construction, $55 to $85 for a shell only, and $200 to $280 for high finish. On raw acreage add $52,000 to $114,000 in site work covering septic, well, driveway, culvert, and electric service. A 2,800 square foot mid-range build typically lands near $540,000 before land.
Can I build a metal barndominium in a Boerne subdivision?
Sometimes. Deed restrictions matter more than government here. Cordillera Ranch, Esperanza, Tapatio Springs and similar communities run architectural review committees that commonly impose masonry percentages, minimum square footage, and roof material standards that rule out bare metal siding. On unrestricted acreage outside those subdivisions there is no such limit. Read the recorded CCRs first.
